You posted your crash report in a way that let the forum break the formatting, so that's kind of hard to answer. The part about the api being loaded from a specific version of BuildCraft was near the top, though. The part about what Minecraft version you're playing was right after a long line of hyphens.

Buildcraft 7.1.22 is for Minecraft 1.7.10, so it shouldn't even be in your mods folder when playing Minecraft 1.12.2.
