I updated Java and tried a clean install. When I open Minecraft the cursor seems to work for a split second: the first button I mouse over will be highlighted, but then something stops working. I can move the cursor around still, but the same button is still highlighted and clicking on anything does nothing.
If it does not work after a restart of the computer, try the following.
ADWCleaner is an utility to clean a PC which has potential malware/adware, which is a common cause for the problem you have. Download it here: https://toolslib.net/downloads/finish/1/
Run a Scan, Clean anything it finds, restart the computer and then try the game again, you may need to do a local file reinstall (clearing .minecraft of everything but saves) after.
I haven't had time to look into it, but off the top of my head I would assume that it is only affecting Java Edition players (I launched Windows 10 version fine without issue prior to finding the fix). Probably from an update that Discord put out.

On a hunch, I decided to uninstall GeForce Experience & Shadowplay (which I don't really use, since I end up having to manually update the drivers due to GeForce Experience's glitchy nature, and I use OBS for recording in-game footage), and That seems to have fixed the issue, so I figured I'd post here in case it might help others out.

I found this, which worked for me. Opened the task manager, ended the Discord process, and like magic my menu was usable again.
It turned out to be Discord, thanks!
I don't understand why this is happening, though. Lots of people use Minecraft and Discord simultaneously, so why do only some people have this issue?
