I already explained to you that things change between updates, there was no need to explain exactly what change occurred, all you need to know is that things changed.
And you seem to not want to actually read. I have told you twice that if you are getting the message about using a lower resolution texture pack, then its a memory related issue. Your only option is to adjust the amount of allocated RAM, if that does not fix the issue, then the pack is overflowing the maximum heap size allowed and nothing can be done.
The game is not the problem, it is entirely possible the person that made the resource pack didn't properly account for what is demanded by a specific version.
Don't confuse your lack of willingness to understand or accept something that has been stated to you several times by several people, with the assumption that others have a lack of knowledge simply because you don't want to accept their answers.
For starters, you said don't use snapshots for general play, use "stable" versions. That's thrown out the window simply by the fact that me allocating 32GB of ram is more then enough, but again your "stable" version is the only version not even stable enough to load it.
Secondly you said that I should check the pack description because it could not be for the game version. Fancy thing about that is, minecraft will clearly tell you when it's not compatible for the game version, so me being able to read shoots that one down.
Next you came back with the blah blah about snapshots not being complete updates, but still ignoring the fact, that the "complete and stable" update is having the loading issues at 32gb of ram.
Again with the changes between versions, ignoring that the "unstable and incomplete" version is working, still not bothering to explain as to why 1.12.2 would have issues being "complete and stable". At this point you're still trying to play big boss man who says, don't play snapshot and don't argue, ignoring the snapshot as working the best.
Then came back with telling me it's my computer problem, because you still don't know, or care to know any helpful solutions to my problem.
Then after I tell you that you clearly don't know what you're talking about being the pack isn't "to big to load for my computer" you once again blame the changes in snaphots, ONCE AGAIN ignoring the fact that it's working the best.
Literally the only person to answer with anything that is helpful, or answered anything of my few questions, did so by telling me the BLOCK ID's have changed. Then he asks for the error code to why it's not loading on 1.12, and yet again you try and help, and are literally no help.
Before I get into anything else, allocating 32GB of RAM to Minecraft (anything using Java really) is going to cause additional issues related to garbage collection, so its important to note, that more is usually not better in this case.

There are however coding differences between even release versions of the game, as well to a lesser extent launcher versions. There is no such thing as a complete and stable version of Minecraft, it simple does not exist, its a game in constant flux that always has new bugs or issues to find.
Snapshots may work better because 1.13 snapshots and later versions will be using a newer graphics library. One capable of handling larger format images natively.
Now the most important part. You have failed to follow the simplest of instructions I gave you, so now I have to spell it out as you seem to be unable to follow a simple direction. You have not read the packs requirements, I know this because I have now had to track down 2048x2048 resolution packs to find one that would give me your exact error. I was able to replicate the error message you received on 1.12.2, and to fix it, all I had to was follow the packs requirements and instructions. From the error differences I can tell, that you have not installed Optifine. For current versions of the game larger format packs require Optifine to be installed (that previously mentioned graphics library change in 1.13 forward may remove this requirement). With Optifine installed, I get the previously mentioned Heap space error, this is because as I mentioned not every pack creator takes into account all changes to the game, I found that I needed to further adjust my JVM arguments for my specific hardware.
So, with the resource packs initially removed from your packs folder, install Optifine, run the game once with it then close everything. Replace the pack files then run the game with Optifine profile using a minimum 4GB Xmx argument (If you get a heap space issue, assign 1 more GB at a time till you don't, this will depend on the hardware and there is no magic number that will work 100% of the time). With the packs being loaded by Optifine, it may take considerably longer for the game to start, you can try cutting down on this by changing the G1HeapRegionSize JVM argument, but it will run fine on the default, and adjusting this too high will also contribute to previously mentioned garbage collection issues which will manifest as extra lag in the game.
So in the future, instead of telling people they have no knowledge of the game, try actually following through on the suggestions given before discounting them.
Well here we are you finally helped me! Finally! I now have all of my questions answered and my problems are solved! (Unless you know anything of my world corruption issues) it's a miracle. I broke down your "help" reply by reply in my previous comment and they were literally of no help. Each one was just a simplistic answer as if you're were dealing with a technological retard, which I am not. (Always played with 32GB of ram and never once had an issue, but that's an argument for another day) One thing I've done here, is make an ignoramus mistake of not realizing I need optifine. I have no clue as to how a solid and stable 1.12 release could not load the pack, but every snapshot later could, but hey I learned something new. This is literally the first reply you gave me where you actually put a couple minutes of effort in and seem to have solved my issues. Only if you coulda also been the same guy who mentioned that resource packs will load but not display properly due to Block ID changes, you would have been my true hero. Now for what I believe to be the third time, thank you for your effort, and for the first time, thanks for actually solving my issue. Would still love to know how a snapshot could be so much more advanced that it can apparently replace the need for optifine but whatever. Thank you!

I shouldn't have to guess at the mistakes you made, you should have followed the advice and made sure you actually had everything working on your end. You wasted both mine and your own time, as this did not just take a few minutes to narrow down, I had to play dumb and not follow the instructions to even figure out the error you were getting.

This makes it possible to load larger format texture packs without 3rd party addons, but may not support all of their features, its unfinished and this remains to be seen. However as the other user mentioned and you have found out, coding changes to the game itself mean some textures within the pack need to be updated to the new ID system in order to be viewed ingame, this will be up to the pack creator to resolve.
As for the world corruption issues, I have stated the reason on your other post.
