If you don't see the window, but can see an icon for it in your task bar, right click that and select Maximize to see if it shows the window. If you don't see the maximize option, hold down the shift button, then right click on the icon and look for the maximize option.
From what I have personally seen. If you had a second monitor/display attached at one point and moved the game or launcher to that one, it may continue to try and open there even if the display has been removed.
I wanted to play minecraft, and for some reason when i press the launcher it launches but no window is showing.
this is weird because less than a week ago minecraft was working for me perfectly fine.
because I had mods installed i decided to uninstall minecraft (also deleted .minecraft folder) and re-install.
still the same.
what should I do?

That makes sense. recently the adapter i use to connect the secondary screen stopped working
