Custom sound Resource Packs

When I make my own resource pack and use custom sounds, the first time I play a sound, every time, it will freeze for 30 seconds, then play. Is there a way to make it loaded forever? It happens after I close minecraft or reload the resource pack.

Does it matter what file it is?
