It's because the skin doesn't update versions prior to version 1.3 (full), unsure if that's the specific version; but basically the skins were first stored in a different server, then they switched. You can still view the old skin server if you go to a skin download website like: minecraft-skin-viewer.net and trying to download your skin.
You'll see that the skin you're trying to download is in s3.amazonwaws, I don't know the current servers they store the skins in, but yea...
Try it out for yourself, type your username on that website than try to download the skin, your old skin is possibly the pikachu skin.
