the game ran on windows 7 with 20-30 fps but when i installed windows 10 (i didnt install it the laptop was broken somehow so the guys who repaired it installedit lol) it is running 0-5 frames
You've pretty much given the answer; I'm surprised they could even install Windows 10 (which otherwise should have installed itself if you allowed it (as an update) and your computer met the requirements), and even then I'd be surprised if it could run a recent version of the game decently (IIRC there was an issue with Intel 4 series chipsets running versions later than 1.7.2).
Also, this should be in the support section; Suggestions is for ideas to add to the vanilla game.

gpu: mobile intel 4 series
cpu: core 2 duo
ram: 2gb

Why do I still play in 1.6.4?
Take it back to the guys who 'fixed' it, and make them revert it back to windows 7.

There's not much else you can do software wise, and that will only get you a few (1-5) FPS more (at best).
