So I created a new world and, well, see the attached screenshot. Pretty sure that's not supposed to happen. It only seems to affect some of the trees from 'Big Trees.'
I'm using Windows 8.1 64-bit with an Intel Core 13-2130 CPU, 4GB RAM, and Intel HD Graphics (integrated card). The Java runtime environments I have are 1.8.0_111 for 32- and 64-bit, 6 for 32-bit, and 7 for 32-bit.
Minecraft version is 1.7.10, and Forge 10.13.4.1558. Yeah, I know it's old. This is the version with most of the mods I want. (About the only one I want to try and can't with this version is MineColonies.) See the spoiler for the full mod list.

Have you generated any other worlds that have had that problem before? If not, it might just be a bug in one of the mods not cooperating with another mod.

Anyone know what the heck is causing this?

This might be an issue with one texture overwriting another or one mod with an error in the BlockID table…
.
If you turn on ToolTips [f3+H], are the birch logs called birch logs?
If you punch/chop the birch logs, what drops (if anything)?
If the putative birch logs act and drop as leaves, that sounds like the tree generation algorithm is referencing the wrong texture…
If the putative birch logs act and drop as logs, that sounds like the tree generation algorithm is referencing the wrong BlockID…
Aside from the possibility of having to remove one or more interacting mods, you might try playing with the load order….
WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
