Sensitivity Randomly Changing

So my sensitivity seems to randomly change as I'm turning it'll go from 100 to hyper speed and keep jumping back and fourth no its not mouse acceleration, I'm on windows 10 and I dont know what to do. It's not my mouse because I can play cs fine.
