I have this error that is annoying me for some time now, I can connect to some servers like hypixel and others, but my connection is terrible with them, and other server like my friend's one, I can't connect, I tried everything I can do, like reset the modem, re-install windows, re-install minecraft, but it doesn't work

I updated Java, but is seems that it doesn't have helped, I still have a lot of lag on open servers (like hypixel)
But that's is the funny part, in every single other game or site I have no problem, only on minecraft
I told you, that is some weird thing in my computer
