Hi, I've resolved to make another post here with more clarity as a followup to my older one. I aim to paint a better picture of my issue in hopes of finding an accurate fix for this very annoying problem.
My story begins at the beginning of 2017 when I first began to pvp competitively on servers such as minehq, zonix, etc. As I played more and more an issue began to manifest in the form of severe FPS fluctuation. As I would move my mouse to the left or right as to follow someone strafing me or maybe to simply break a block, my fps would drop around 50 frames which would create a break in the smoothness of my aim almost like my mouse was snapping unexpectedly to another location. Obviously the first response to this issue would be to turn v sync on to limit my fps from rising and falling. I tried this to begin with and the only recourse was a more prevalent issue as the fps would still fall but instead of dipping from 400 to 350 it would instead dip from 60 to
