A few days ago I tried to set up a server with the relatively well known MinecraftServer.net, and it went pretty badly. The server wasn't even in the correct version when it went online, it was in version 1.10.2. I asked for this to be corrected and it took 2 support tickets for them to get it right. Then when I finally got on the server it was very laggy, mobs looked like they were teleporting around and my framerate was jumping between 15-60. I asked for my service to be cancelled and for my money to be refunded at this point, but a member of the support team insisted on me checking my ping and claimed that the reason the server was lagging was my probem. I checked my ping and it was supposedly good, but I was still having major lag issues. I cancelled my service and insisted on a refund, but they refused on the grounds of me refusing to work with support. So now I'm out $35.96 thanks to this scam.
Framerate issues have nothing to do with the server, that is all on your end. Mob jumping around can also be tied to your computer, you would need to see if another person experienced it the same way to know if it was the server or not. If the issue is purely connection, then its on you to make sure your internet connection is sufficient or to choose a hosting provider that hosts the server close to your physical location. Basically just cause you don't get the answers you want, does not make it a scam. Their refund clearly states that you need to work with support to resolve the issue, and they are infinitely better suited than you are to know if the issue is on their end or not.
I've been playing on a server located in Sweden lately. It's run by one guy on his home computer and I get a far better connection and frames, and little to no mob freezing. I assure you the problem was not on my end.
You keep mentioning frames without reading what I and other people (via reddit) have told you. Frames have nothing to do with the server, that is entirely on your end. Continuing from that, you have said that there are some sort of framerate issues when you play, this means that you are in fact asking too much from your computer. With this established, as fact, it indicates your computer as being a strong factor in the problems you are experiencing.
