UPDATE: I have reason to believe it's not the Portals being the issue. As the same game-stopping slow down is happening at other points on the map.
Open to any solutions as to how to pin-point what would cause the game to run so poorly...and it's fairly common.

Apologies if this is a relevant topic. I attempted to use the search tool, but the words I'm using have a lot of topics associated with them, so wasn't able to narrow my search.
In short, once I warp through a nether portal, be in on either side, the game becomes unplayable... The symptoms feel as though it were first entering a game and is loading up variables. Yet it continues this process endlessly as far as my experiences have shown; its that game-lock type of loading, so it's basically unplayable in that state.
Single Player map.
I started this map around the start of 2017, was on an older computer.
During that time, nether portals certainly took awhile to load up and become playable, but at most, it only took 5 seconds for it to smooth out.
I had taken a break, but recently upgraded to a new computer.
Game files saved on an SSD - total memory is less then half(if that's relevant)
In game settings are default. The only setting I had changed was render distance.
Also worth noting. When I switched computers. I took the save file holding my single player map and placed it on a flash drive.
So I merely took that same file and placed in it the reinstalled minecraft folder at the appropriate location. Everything else has seemed to function as it should. So I didn't believe that to be an issue. Though I'm guessing someone may claim that the version of the game when that map was create could be at fault...?
@ grimallq - unsure how to report those logs. As for crashing, it's not as repeatable as the slowing symptoms.
@ herb - Thank you for that, I followed your steps and this is what occurred:
After updating, and setting the VBOs on, with Vsync off, I relaunched my Map. I proceeded through the dark portal, which to be more detailed, only truly gave me the terribly slow results upon returning. So, first step though was fine, but upon returning through same Dark Portal, the event happened again. It's like watching your screen updating once a second. So the frame rate just goes to heck.
I left that map, started a new one, and using cheat codes gave my self the materials to create a dark portal. Both entering and returning through the portal had no negative affects.
I returned to my Original Map(the one I encountered this event in) and traversed over to a different portal location. Entering and returning through that portal had no negative affects.
So I then traveled within the nether from the second portal to the one I had issues with. The odd part is that once I walked through the same portal that has been grieving me, I had no issues occur.
Leaves me unsure what was causing the problem. I can however add that during my travels on the world map(out side the nether) I had my game running in standard(small) windowed mode. I hit ESC to maximize to full screen, and suddenly found my game emulating the same terrible slow down effect. I can't say with certainty what I did to stop it, but I recall hitting ESC and then resuming, and somehow it fixed the issue.
Curious on this, I left the game, reloaded it outside the first Portal, and entered/returned to try to replicate the original problem. Nothing bad happened. So while the problem appears to be resolved...I can't fully fathom why. So it's an unsettled victory at best.
EDIT: So, I've been playing more recently. One change I've tinkered with that has shown promise has been render distance.
I reduced the amount to 17. This has allowed smooth gameplay. The puzzling part however is, again, on my older, rather inferior PC, was I able to manage the game at a higher render distance with nil issues.
Perhaps it has less to do with my end, and more with these new changes with minecraft? Perhaps With the release of this Java Edition, previous areas that caused minimal issues are now causing problems with this new version.

Late update:
I hadn't played for awhile, attempted to give it another go. This time avoided any Portals.
Seem to get an occasional slow down, like that feeling as if something is loading up so the game freezes for a second.
(Yet this computer is much better then my old one, so hard to see it being from my hardware end...and drivers up to date.)
But certain times I'm getting the same ridiculous slow down...as in much longer then a second. So it's safe to say its something else that's the source, not the portals.
Open to any suggestions on how to identify the problem.
