I have tried with mods, without mods, and on 1.11.2, 1.10, 1.12.2, 1.12.1, and I cannot get my friend to join my LAN game. This is not a problem with the internet, we are both connected to the same internet, and still doesn't work. Tried doing things that worked for other people on Youtube, didn't work. Any suggestions? Not wasting money on Realms.

Disable your public firewall. Or create your own minecraft server.

Do what @Greymagic27 said and disable your firewall and then make sure your on the same internet connection

@xTurtles56x make sure you dont have an Antivirus blocking Minecraft from the internet
