I have a problem with Minecraft version 1.7.10 which drops fps in an Intermediate Laptop; I explain, my laptop can run next generation games to almost ultra (eg Dead Space, Crysis, GTA V, etc) but for some strange reason, Minecraft only shows from 8 to 13 fps and I do not understand why.
I have 160 mods installed, of which, I will leave here the list in case anyone suddenly knows which generates this lag or fps:

Apart from the installed mods, also install optimization mods such as Optifine HD_U_D4, FastCraft 1.23 and BetterFPS 1.0.1, apparently it has not affected anything of this optimization at all, I have followed tutorials where they explain how to optimize it better, being with mods installed or not but still, the fps I see when I give F3 (I do not know what it's called this functionality) tells me that I have 8 to 13 fps of which in tutorials it shows more than 400 fps and on my laptop, apparently the motion is fluid but when viewed in F3, it still appears less than 13 fps.
Another issue here is that you literally lower all the settings to the Minecraft, all OFF, NO, zero and still, nothing, remains the same, less than 13 fps.
My laptop has an Intel i5 4200M 2.50GHz processor, 12Gb RAM, Intel HD Graphics 4200 (If I know, this graphics card is very basic but with this card I ran in almost ultra games that I have exposed up there and in yes, Minecraft should not lague that much, on the other hand, my card is optimized for games in almost ultra); on the Minecraft side is version 1.7.10, with Forge 10.13.4.1614 and JAVA 1.8.0 _U121.
On the other hand, I put a JVM Argument which and depending on where I take it (A video tutorial to optimize Minecraft link: -Sorry, the video is in spanish) optimizes the Minecraft quite but still, this does not work at all, here I leave them for something:
I hope you can help me with this, when you are not installing any mods, the fps are in the wind but when I put a minimum of 50 mods, here begins to crease, on the other hand and as they saw in the JVM Argument, assign of RAM 7 Gb with a minimum of 6 Gb, when I run the game and start the game that I carry, only runs 1 and a half Gb, which is not for memory, in addition the processor processes are very low and I do not understand why Minecraft this happens, in addition try with a later version of Minecraft (1.10.2) and also happens the same and that only has 80 mods installed. PD: I forgot to explain why I have Optifine HD_U_D4 instead of the HD_U_D8 version, it is for the simple reason that the mod Factorization is not compatible with this latest version of Optifine and which, I have the D4 since with this it is stable with all the mods I have.
Intel has horrible OpenGl support, just goggle "Intel graphics Minecraft", you should see thousands of complaints. Real solution is to use a real graphics card that is made for gaming.
If I'm understanding correctly, you tried allocating a whole lot of RAM, but then are confused with low RAM use and low CPU use and think you've got performance unused? If so, this isn't quite correct.
Don't allocated any more than 2 GB to 4 GB unless you're using a LOT of mods and/or a large render distance, in which case you might need up to 4 GB. The situations which need more RAM than that allocated are likely very, very few and far between. Forcing more RAM allocation won't give you more performance anyway. RAM is simply something the game needs enough of to do what it needs to do. RAM amount does not increase performance. It is merely something that will REALLY hurt performance if there's not enough of.
As for the CPU, this one is different. For one, overall CPU utilization is not a good metric to determine CPU use. Most programs are not 100% perfect and will use 100% of every core and thread 100% of the time. It just doesn't happen. Minecraft is somewhat multi-threaded, but for the most part, it seems to rely on one core heavily, and a second less so maybe. I think the last time someone involved in game development was asked about this, they commented that three cores was all you'd need for optimal results. On my quad core PC, I often see between 25% and 50% (maybe sometimes near 60% at most) use most of the time which is what I base that off of, so a faster CPU per core (IPC + clock speed) is what will be best for Minecraft. Laptops often have lower clocked CPUs (less than 3 GHz).
That being said, I'm still confused as to your frame rate not changing between lowering Minecraft settings (this did include lowering render distance too?), but I'm also confused at that graphics running Crysis or whatever on Ultra too though. My laptop with a Core i3 4010U (1.7 GHz), 6 GB RAM, SSD, and Intel HD 4400 runs the game (version 1.10) decently-ish (would guess between 40 FPS and 60 FPS with v-sync but I never really monitored it) at medium-high settings with a render distance of 12. I don't use mods though besides Optifine, so have you tried without mods?

I do not know if this is different in 1.7.10 versions or not, but Optifine gives you detailed control over the different types of particles and animations in the game whereas in vanilla all you get control of is how pervasive particle use is (all, minimal, off). In the 1.10+ versions of Optifine, there are something like 25 different effects in this section and they control things like fire, lava, lava particles, water, and terrain. Most of these are fairly limited in scope (entirely or for the majority of playing scenarios) and therefore while they do help with lag they basically don't really provide much improvement overall. Terrain animations, however, seem to have a millions-of-blocks amount of impact and by turning this one option off you can significantly improve lag issues without changing anything else at all.
Some of the animations are too obvious, and I find turning them off just makes the world look extremely weird (at times, I've even gotten disoriented by it).

Minecraft is a cpu based game so get a better cpu and dedicate more ram 2 Minecraft maybe do some overclocking
