Finally foundd the exact issue in a closed issue log for Ice and Fire. Its fixed in the latest version 1.2.0, but 1.2.0 conflicts with BoP. Should be fixed next bugfix patch apparently. source: https://github.com/Alex-the-666/Ice_and_Fire/issues/287
Having a really weird issue and haven't been able to narrow it down. Maybe Im just missing a mod incompatibility or something, but I don't think so. Anywhere from a few seconds after starting up, to 5 minutes all server activity ceases, SMP mode. Still able to move around the chunks that were currently loaded and place/destroy blocks, but there are no block drops. Unable to issue any chat commands or send any messages in chat. After some time the connected clients get timed out. Short of force crashing the game it will NOT crash. Log file will continue progressing, but shows no sign of issue other than the one message listed below.
Sometimes I am still able to hear the footsteps of the other person moving around close to me right up until they get timed out. No crash log is generated. Information attached below.
Logfile is wholly unhelpful. The only entry that indicates any sort of issue is:
[Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 3071ms behind, skipping 61 tick(s)
Info
Win7 64bit
Nvidia driver is at 376.33 because more recent versions cause various issues with other programs I need/games that I play.
Java is up to date, that was the first thing I checked.
Have tried disabling the following mods so far
-Astral Sorcery
-Dynamic Surroundings
-Sound Physics
-Journey Map
Sum of issues
-Server stops updating (No new chunks, mobs do not move/take damage)
-Able to place and destroy blocks and they will remain, but no block drops when destroyed. Destroying a block under snow, the snow will continue to float there.
-Will not crash
-Sometimes sounds from other players will continue being heard by me(footsteps) right up until they get timed out.
-The time continues to progress through the day and night cycle.
-Can type in the chatbox, but no messages or commands are sent or received.
-On 'save and quit' the entire client will freeze up and crash, but this does not generate an error log.
Issue appears to have been Foamfix after testing for a while, but I've been tricked before by the issue taking longer to pop up. Will continue testing and if the issue is something else will post back results for any future potential google searches.
Disregard previous message. After playtesting the same issue presented itself after about 20minutes of playtime. Still does not crash, no exceptions in the log that would point me to any one source.
Only notable/unusual events from the logfile are spread out. Listed below.

Any luck? This issue literally just started for me 20 minutes ago. Rather displeased since I was playing for a few hours this morning.
