So recently in Minecraft, I have been experiencing FPS issues. First, here are my specs:

8x Intel® Core™ i7 6700HQ Processor
Operating System
Windows 10 Home
Chipset
Intel® HM170 Chipset
Memory
DDR4 2133 MHz SDRAM 16GB
Graphic
Integrated Intel® HD Graphics 530
NVIDIA® GeForce® GTX 960M with 2G/4G GDDR5 VRAM
NOTE: I AM USING THE NVIDIA GRAPHICS CARD. I ALREADY CHANGED IT FROM INTEL TO NVIDIA.
Ok so here is the problem. Whenever I play MC whether it be modded or vanilla, I always get low fps. My fps is like 10-30 fps for both modded and vanilla. The FPS never changes from that range. For example, I was using a 128x resource pack and it was 10-30 fps. Then, when I removed the resource pack, it still was 10-30 fps. Another example is modded minecraft. If go on a modpack that has a lot of mods like Resonant Rise 3 for example, it is 10-30 fps. Then if I go back to vanilla without any mods what so ever, it is still 10-30 fps. I do not know why it does this and want to find a fix.
Optifine, render distance, vsync and all that stuff DO NOT effect the fps what so ever. It stays the same.
Something else I realized is that if I go in windowed mode which is 854x480 by default for my screen, the fps is 200-300+. Before this problem happened, I would get 200-300+ fps in vanilla while in fullscreen. Now I only get this high fps while in windowed mode.
I have also realized that the Intel HD driver is performing better than the Nvidia graphics card for minecraft but is still not as good as using the Nvidia graphics card before.
Also keep in mind that every other game runs perfectly fine such as CS:GO, War Thunder, Overwatch, ARK, etc. War Thunder which is a highly detailed game, and it runs at 70+ fps on MAX graphics.
Here is what I have tried already:
Selecting NVIDIA HIGH PERFORMANCE or whatever in Nvidia control panel
Rolling back my nvidia driver
updating my nvidia driver
setting power settings to Max Performance on both Nvidia control panel AND in windows settings
getting optifine and chaning minecraft settings
increasing ram and decreasing ram
If anyone has a fix, please respond because I would really like to get back to playing.

Disable GeForce experience overlay.
