Every now and then, for a while, if I move my mouse, the game view moves after a few seconds and is extremely choppy. The problem would happen for a few minutes for so, and then go back to normal. It's a cycle. Help is appreciated.

If you have shaders on, turn them off. If you have your render distance set to above 10, try setting it to 10 or lower. Should help with some lag problems

Curse PremiumPC Specs? DxDiag?
Maybe try VSync or FPS Limiter

seem like LSOD, make sure to set Vsync to on and lower your rendering view. Give us Dxdiag and in-game log.
Whats your PC SPECS? Are you sure your Pc or Laptop can run Minecraft?
