(I am actually in 1.12.1 but that isn't an option for prefix.)
I lock my fps at 60 seeing as I don't know why I would want more than that, but as of recently I have been unable to get more than 15 fps.
I used to have 4GB of RAM allocated for Minecraft which was fine until recent. I tried lowering it to 2GB which was recommended to me but have not seen any change. I thought my resource pack was the problem so I switched back to Faithful 32x which I used to use with no problems; this did not sovle the issue.
EDIT: My Geforce overlay was slowing the game down, don't know why.
It was the Geforce overlay like the other person suggested. (or the drivers since there was an update.) My specs are uhh, I only know what F3 tells me for the most part. Also, I have always capped my frames so I could not experience trouble before. (I tested removing the cap too, had no effect)

Disable GeForce experience overlay.
I will try that. Although it has never given me trouble before.
