Can't keep up! Did the system time change, or is the server overloaded? Running 3516ms behind, skipping 70 tick(s)
Other worlds do not work. Also, the same thing happens when I try to log into a multiplayer server.
I don't do mods.

This first started happening about a year ago. We've had this computer since 2014, and Minecraft worked well on it, including multi-player, until last summer. I suspect something with mismatched updates between minecraft and windows. I just haven't had time to look into it. So when I had work done recently on the computer, I had them update windows completely, hoping that would fix the minecraft problem. It didn't, so I turned to this forum for help.
I was using version 1.9 only because I hadn't updated Minecraft either. I've now updated minecraft and am running version 1.12.1. The system still crashes at the same point.
Here is the log for my error
