PC Specs: Dell Inspiron 15 7000 Gaming, Windows 10 64-bit, i7 6700HQ, 8GB RAM, Nvidia GTX 960M
The only mod I have is Optifine which I run on the Optifine Minecraft version. I normally run smoothly in the hundreds, but I went on and I've randomly started running at 20 FPS. I've turned my settings down, reinstalled minecraft, java, my drivers, rolled back my drivers, diagnosed my RAM, checked my CPU temperature, and with no luck of changing my FPS. I could use some help. Thank you.

Okay I did everything and no change sadly.
