What's your render distance? For every level you increase it, the work the game and your GPU must complete per-frame increases exponentially, so decreasing it usually results in large gains in performance.
Also, make sure the GPU isn't thermal throttling (reducing performance to prevent overheating). MSI Afterburner or GPU-Z will give temperatures for the components.
one month ago i could run extreme but now when im on the lowest possible settings (render distance 2 etc.) i still get no extra frames, il check if my gpu is thermal throttling but i dont think its that because when i feel the bottom of my laptop it dosnt feel that hot
Silly question, but are you running any mods? I've seen this with mods but I've never heard of this without them. Very strange indeed. If you are using mods, you'll need to increase your RAM usage. The game defaults with 1GB but I would recommend setting this to 4GB on a machine with 8GB RAM (it should always be half of your system's total RAM, though even on extremely modded clients running 1.7.10 it's doubtful anyone ever needs more than 4GB). If you're modding, what version of Forge are you using?
If you're in vanilla, could you try an older version of MC (1.11.2 or older) and see if the problem persists?
Also, are you using the 64-bit version of Java, or the 32-bit version? You want the X64 version and not the X86 version. This is especially true if you are running mods. Here's a link to download Java.
Im not running mods and ive found outs its my 960m graphics card, i switched to integrated and i was getting 80+ fps without optifine compared to 16 with. my 960 has 4 gb of vram
looks to be thermal throttling, from the first pic given - thermal throttling begins BEFORE it reaches peak temperature, to prevent damage to the hardware.
Try to clean out your laptop's fan. It has probably gathered some dust. Using the laptop in a cool room with an AC helps with this too. You also may or may not need to get the CPU's heatsink re-set with new thermal compound.

Forgot to mention this one month ago i ran this on all settings maxed 60+ fps
Please help, i lowered my settings to the lowest possible and got worse frames. mean while i can run overwatch on high settings 60 fps. please help
I also tried switching to my integrated graphics and there was no change in performance
optfiine isn't helping either
Hello, this may happen when you have alot of stuff on your
computer/ laptop.Maybe you need to delete some stuff check your storage
i have 300gb of storage reaming so i think im fine
Update Drivers, OS and try running a virus scan
i did a factory restart on my laptop (was planning on doing one) and installed the latest drivers and still cant make it past 14 fps
So i have found out that i only get poor frames in full screen but when i'm in windowed i get 60+ fps, but the game looks choppy when im in windowed
1. turn V-sync off, if you turned it on
2. raise target framerate to unlimited
3. ?????????
4. profit
also, shift+F3 for the debug pie, it can help show where the game is struggling.
