To be quit honest, you haven't provided any kind of useful information to help. All we know is Forge 1.12 isn't working.
Run the basics:
1. Did MC install successfully?
2. Are you able to make a vanilla world successfully?
3. Did Forge install successfully?
4. Are you using the latest Java?
5. Is your OS 64 bit? Which OS are you using?
6. How old is the computer your using?
7. How much memory did you allocate to MC?
8. What MC launcher are you using?
