I AM CONSTANTLY UPDATING THE 3RD PARAGRAPH. KEEP CHECKING IT FOR UPDATES.
I have a GTX 1070 and an i5 6600k 3.5 GHz CPU. For some reason, i get around 30 frames in Minecraft no matter what i set the settings to. I have done hours of research on this problem and I still can't find a solution. Here's what I've tried:
Uninstalling and reinstalling Java and Minecraft.
Allocating more ram to java and Minecraft
Setting the priority of Minecraft to real-time in task manager.
checked to make sure Minecraft was using my GPU and not my CPU (I have a desktop)
setting the render distance to short
downloading Opti fine
restarting my computer numerous times
Three more things to note. My frames are fine in the mini windowed display of Minecraft, but if I go into full screen by pressing F11, my frames are at 60 for maybe five seconds and then they drop down to 30 again. Also, yesterday I updated my GPU drivers while I was trying to figure out the problem. After it finished I started Minecraft and it played perfectly with hundreds of frames in full screen. I hopped on today and it went back down to 30. I'm not sure if it is related at all, but I thought it would be good to note. Last thing. I tried playing some of the Technic mod packs to see if there was a difference. before I launched the launcher, it said that I needed Java, which I had deleted in an effort to fix my game. (Minecraft comes on board with Java now) I downloaded java and launched a mod pack. BOOM! 60 frames. for some reason, after going into technic I just went in and I got 60 on vanilla. hmmm. I closed out of vanilla and opened it back up again. Back to 30. I would really appreciate it if someone could help me with this. Thanks!
Minecraft full-screen is unstable, some graphics cards will not run Minecraft in Full-screen as it's not quiet compatible, you can try to change your VOBs setting, and see it that helps at all, you can also try an alternative minecraft-launcher, those can have major effect on the game-play, often.
I don't know your OS or what you already have, so I'll give you the link to them, but I can't suggest anything without knowing more.

If you launch Minecraft with optifine you can go through all the settings and make them all really low, and see if that effects your FPS at all.
