Getting Optifine on its own isn't really going to help you with FPS issues. Maybe a little bit, but it's your own configuration of Optifine's settings that will allow you to play with a smoother framerate. I'm not going to explain it, but if you would go to YouTube you can find videos with tutorials on what to put your Optifine settings to in order to get the best framerate possible.

Hello, my name is jake, and i was playing minecraft on my medium laptop its a little laggy,
i was playing on a skywars server, i love skywars , anyways
i got banned because of lag i was have like 12 fps using optifine on other servers i could have 60 - 90 fps
but its my favorite server ,
could i have suggestions for high fps ideas?
Even if mods or JVM arguments.
when i tried hacked cilent named potato it got me on that server 30 fps
and i reinstall 1.8.8 optifine version.
please any suggestions?

Try changing your 'Max Framerate' (In the video settings) to 'Unlimited'.
Find another server.
