For some reason my FPS is locked at 30 when I use my dedicated gpu(Nvidia 960m) but it is not locked when I use the Intel HD graphics. Also I have v-sync turned off and I have optifine. If you can, please help.

Check nvidia's settings, maybe reset them. Also try nvidia profile inspector and make sure it's not set to limit fps.
