Screen gets stuck on "Loading Terrain" until i end java/minecraft in task manager. Quick google search led me to turn the render distance from 32 down to about 10. Now I'm able to play but when I click "exit and save" the game locks up until i again have to end task in task manager. Minecraft the exits to the launcher and displays a crash message.
I'm not sure, have you tried it without Optifine or shaders? You are technically running modded because of that.
Also, you may have Java 131 installed, but Minecraft is using the built in version which is a bit older. That may also be the issue, as Optifine or shaders may work better with the more recent Java. You have to tell Minecraft to use the Java you have installed and not the built in version. In the launcher settings, there's an option for what Java to use for each profile you have. Click the launch options, then select the profile you are using, then click the slider for Java executable, and click the folder to open a file chooser to select the version of Java you want to use. Navigate to this folder:
C:\Program Files\Java\jre1.8.0_131\bin
and select :Javaw.exe"
That may or may not work, but at least you'll be using the most recent java you have installed.

Thanks for the reply, but that didn't seem to work. Minecraft only loaded a world when using a 1.11 Optifine profile, but as previously stated I can't save without it crashing. It wouldn't even load on a 1.12 profile (without Optifine).
i have uninstalled minecraft from my computer, relocated the .minecraft folder under %appdata% to another location and reinstalled minecraft directly from minecraft.net. I had to reinstall the 1.12 jar and checked to make sure the .minecraft folder rebuilt itself as to use non corrupt game files etc. After clicking on play and "create a new world" the game got stuck in "building terrain". i have the latest gpu driver and the latest java driver... Im at a loss.

Try using the old launcher.
