I decided to get back into minecraft since I haven't played since 1.9. I prefer to play with mods, but this issue is affecting unmodded minecraft as well so it's not a mod issue.
The blue/brown lines between blocks are back, and I can't make them go away. I've turned antialiasing OFF in the nvidia control panel. Although I'm sure I'm changing settings for the correct java executable, turning antialiasing OFF in global settings didn't work either. I've found a couple of threads saying 8x AA works, I tried that too and it didn't work either.

It was the Anisotropic Filtering setting.
