I have 10GB allocated into my minecraft, I have about 20 mods and I use the SEUS shader. My FPS gets lower every time I add mods, so I get about 10 FPS, I also run my server in the background and play on it. Is there a way to increase my FPS without getting rid of the shader or mods?

Reduce your allocated RAM. That's waaaaaaaaay too much. Try 3-4GB. But I don't know that there's enough info here to tell exactly what might be causing it.
As others have said, more RAM does NOT equal more FPS, and too much can actually cause the game to overall perform worse.

Unfortunately, reducing the ram didn't help, thank you though. Is there anything else I could try?

As someone else mentioned before, try upgrading your cpu, that should help alot. Another solution, try out optifine and betterfps. Those mods seem to work out for me. Set your frame cap to unlimited too, if its capped.

There's only one other person in the server, therefore in total there is 2 people playing in the server.

Mods: Mr.Crayfish furniture, Mo' Creatures, Camping, Betweenlands, Ars Magica 2, Decocraft, Archimedes Ships Plus, Just Enough Items, Galacticraft, Minecraft Comes Alive, Modern Warfare, OptiFine, Xaeros Minimap
All of the mods listed above are for 1.10.2
Those look like pretty intensive mods, does the framerate drop much if it's even just a small mod you add? Do you have a different PC you could host the server on? Otherwise I'm at a loss for any tips, sorry.

The framerate does drop even if it's a small mod and no I do not have a different PC I can host the server on. Thank you so much for the solutions though, I appreciate it.

Unfortunately, the betterfps made things worse, I dropped to 7-8 fps, and I already have optifine. Thank you though, I appreciate your help!
I had this problem before and java is actually the culprit right here. I had two java installed, one is called jre 131 and another is jre 131 64bit. I uninstall the jre 131 which is preinstalled and I got back the 200fps feeling again. I think you might have java conflicting as the original java is 32bit and therefore restricting the 64bit from working, even when you press f3 it shows 64bit.

Ram doesn't mean a lot when it comes to Minecraft. The CPU is. What is your CPU?
The better your CPU, the better fps you will get, but also a decent amount of Ram, providing 20 mods are on.... 8 Gb is overkill.

Is there a particular reason for you to run this on a server? Running a server while playing this game at the same time will cause a lot more lag.
