Hey,
I recently changed my skin a little bit since there were a few problems with it. Once I loaded up Minecraft, I came in and my legs were white.
I tried loading my world twice in my 1.11.2 Forge version, and once in my un-modded 1.12 version. The same problem still occurred.
I have some screenshots linked, and my skin file.

It appears you have a second layer on the legs.
