The thing it crashes ONCE I connect to the server if I remove it and attempt to join, it gives the expected error that I am missing a mod (witchery). And I cannot remove the mod from the whole server, we have too many items at risk, maybe should we back it up then remove it and with back in backed up? P.s I cannot re-create the crash in singleplayer.

So basically almost 2 weeks of progress on the main mod of a server is gone because of 1 crash for one player? Is the ANYTHING else I can do that won't result in the removal of the main mod from my server? Ugh...
Scratch that I found the issues and how I resolved em!
The issue was actually multiple things, firstly I use setting optimisers from Nvidia, which can turn your render distance over 16 (it was 23). Secondly, obviously, there was SOME kind of ticking block in the world.
How I solved it? Full server restart, Full PC restart, MC re-install, updating all mods.
I want to thank you not for solving the issue (you didn't) but for keeping me motivated to solve it, I don't know if this will be the end but I will be adding the resolved tags once I see it is stable for awhile.

A list of the mods I am using can be found here:

I own the server (it is a small server with 7 players on at one time max, so if I need to do any OP or console stuff, I can.)
Remove witchery and try again
If it doesnt fix it, remove all your mods and add them one by one to see the one crashing
