So I tried joining a friend's server, which is hosted on Anvilnode. I get the "java.net.ConnectionException: Connection refused: no further information:" error code every time. However, I can log on to other servers on my list just fine. As a way to try and find the problem, I used Minechat on my phone to try and connect to the server. My phone could also not connect to the server, BUT, when I took my phone off of my home Wi-Fi, I was able to successfully connect. I believe my wi-fi is not allowing me to connect to the server, although i could be wrong.
I also used my phone's personal hotspot to connect to the server via my laptop. This was successful, supporting the fact that it is my router causing the problem. Please help. Thank you.
We are very sorry you're experiencing this issue. We do not block any ips from logging into our servers, as we do not want to disrupt the player flow. As you'd stated earlier, you were able to connect via Cellular data, this indicates that it is most likely an issue with your ISP/Firewall. To check weather it's your firewall or not, please add this as an exception to your restrictions:
C:\Program Files\Java\jre1.8.0_31\bin\javaw.exe
If you're able to log into your router control panel, please do so and verify that it does not have any content restrictions set in place.
If these do not work, please contact your ISP, as they may block certain outgoing connections, if this is the case, they should be able to allow connections to this server for you.

Anvilnode might be blocking your IP, ask their support
