I've been running shaders for a little bit over the past few weeks and I've noticed its extremely difficult to have even a lite shaderpack to run at 60FPS. Now, let me get out of the way my specs. I have a GTX 970, i5-3570, and 16GB of RAM with Minecraft running on a SSD. I am running about 140 or so mods, however my CPU usage hardly ever goes beyond 60% and my GPU usage is around 25-30%. My question is, what is causing the shaders to not utilize my GPU and CPU to full capacity? I have a very similar issues with vanilla Minecraft as well, I rarely see above 45 FPS in both instances. Is anyone else having issues like this or am I missing something that I need to do so maybe Java or Optifine can use all of my graphics card?

Just the one it runs on, also try removing the other mods you have and see what happens.
