It happens at least 1 time per minute, usually twice. We both maintain ~100fps apart from the drop.

My friend has a high-end gaming PC, I have a budget PC. His/mine:
gtx1080 - 750ti
16GB - 8GB
i7 4770k - i7 2.67
It happens both on his server and in single player for each of us. It is the same modpack and server setup we played on last year with no problems. We have tried quite a few of the "traditional" solutions.
Allocating more/less memory
Different Optifine configurations
Different Java versions
Re-installs
Full screen/Windowed
Different mod packs and minecraft versions(we play on Departed)
Different forge launcher

The drop does not seem to occur underground.
The drop does not align with the java garbage collection dump.
We do not witness spikes in memory use or CPU use.
We could not find any mod errors in the console.
Man. We are thoroughly stumped here. Any help on this would be greatly appreciated.

Hoping to gain some insight as to what is causing this consistent frame lag for both myself and a friend. Here are the details.
