I've read through many threads on the LAN java.net.ConnectException: Connection timed out problem and I tried the inbound rules and various other firewall issues that did not work. So if you are in a similar situation try this. My issue ended up being a router security setting and not a firewall issue.
I had two laptops that could not join each other's Minecraft worlds, they could however join other worlds that were located on wired desktops. The firewall solutions did not work. I eventually tried pinging these computers and that failed. Googling this lead me to the routers security settings. My router was set for WPA2 "mixed mode" by changing this to straight WPA2 allowed me to ping and Minecraft could join.
