To answer your question, there is no "magic number" of mods. For example, the Cannibalism mod and Thaumcraft are both mods, but are of extremely different sizes and impact performance differently. A pack I recommend is Attack of the B Team from the Technic Launcher. An oldie but a goodie (In my opinion). If you are worried about performance, you can download Optifine, which adds many options to increase/tweak performance and graphics. Hope this helps.

8gb DDR4 ram
Windows 10 64 bit
I want to play mod packs but an worried that it might lag for me which will dampen the experience.
If possible suggest some modpacks I can play with these specs
