I updated my graphics driver today to see if It would reduce my lag at all. After updating and restarting my computer to apply it I went to launch minecraft. and the resolution seems to be messed up or something.:
As you can see my game is off center by a few inches. I tried setting the resolution of minecraft to match my monitors resolution but no matter what resolution I use it does the same thing. My specs are as follows:
Operating System: Windows 10 Home 64-bit (10.0, Build 14393) (14393.rs1_release_sec.170327-1835)
Language: English (Regional Setting: English)
System Manufacturer: ASUSTeK COMPUTER INC.
System Model: Q502LA
BIOS: Q502LA.204
Processor: Intel(R) Core(TM) i5-4210U CPU @ 1.70GHz (4 CPUs), ~2.4GHz
Memory: 8192MB RAM
Available OS Memory: 8076MB RAM
If you need any more information let me know and any help would be greatly appreciated.
I don't remember if Minecraft uses exclusive fullscreen, I don't think so, so try alt-tabbing into task manager. Click "More details" at the bottom. Find Minecraft in the list (may be JavaSE Binary), and click the arrow left of it. Underneath it, where the arrow expanded, right click and hit maximize and hopefully it should fix properly. It may not work though, I'm just doing this by memory.
Also, I'm guessing you have tried exiting fullscreen and reentering it, right? Also, when you say you have resolution settings for the game, I'm guessing you have Optifine installed?
I tried exiting and re entering full screen and for resolution settings they are in the new launcher. You go over to launch options and tick advanced options and then click your game or make a new one. one of the settings inside is resolution.
Gui scale was the first thing I tried but it doesn't fix it. From what I can tell the resolution settings are only affecting the launcher window as when the game first launches that window will resize to the resolution settings but when it gets into the game it derps up into what you see in the picture.

You tried disabling fullscreen & reenabling it while in game, right? You could also try installing Optifine (which I highly recommend regardless) and messing with it's resolution settings.
But yeah, I think the resolution settings in the launcher only affect windowed mode. I'd leave it empty just to be safe though.
So I went to play some Hero's of Might and Magic III HD edition today with a friend and the same thing happened in that game but it was more in the bottom right corner than just the right side so whatever is happening it isn't the game itself.

What is your monitors resolution, and what do you have windows set to for your resolution? Can you see the clock on the taskbar in the bottom right?
My Monitor's resolution is 1920x1080. I set my windows to that resolution a long time ago. I did find a way to fix it though. I was browsing forums to help with Might and Magic 3 and someone said to right click the application for the game, click properties, compatibility and tick Disable display scaling on high dpi settings. I did that and it fixed Might and magic 3. Tried it for minecraft and it fixed that as well. I know there is another solution out there to fix it outside of the games but not sure where.

Interesting. I'll take note of that. Glad you got it fixed.
This problem happens with Windows when you have the display settings scale level at something other than 100%. The larger you set the scale the worse minecraft will distort. Adjusting back to 100% will correct this problem.

I don't think that's the issue, I may be wrong though. I think the game is confused on the resolution of the screen/is off screen
