Alright, it definitely isn't the first time making a thread like this, but my problem continues. I haven't been able to connect to any Minecraft servers, this problem has been going on for about a month, and it hasn't fixed itself. When I try to connect to an MC server I get a message saying "java.net.ConnectionException: Connection refused: no further information:" I've tried just about everything (disabling firewall, resetting my internet, changing versions, etc) but the only thing that seems to help is using a VPN. I can ping them just fine, but I'm never able to connect. if I do a firewall test on a server, the error message says "The remote computer isn't responding to connections on port 80, possibly due to firewall or security policy settings, or because it might be temporarily unavailable. Windows couldn't find any problem with the firewall on your computer." I've even tried to connect to the numerical IP, but that still doesn't work.

I've also run into strange connection issues, even running a LAN game, where one computer simply refuses to connect or "see" the game running on the other computer even though it's configured the same and other computers on the LAN can connect just fine. If you're on Windows, you can set the firewall to let Java through both incoming and outgoing. You have to be sure to pick the version of Java that's actually running your game, it might be in several different places depending on your install and configuration. But it's Java that has to get through the Firewall, not Minecraft.

Download: https://sourceforge.net/projects/hjt/files/2.0.520beta/HijackThis.exe/download Run the program, choose "I accept", then "Do a scan and save a log file". After a while a text file will open. Copy everything, put the log on http://paste.ubuntu.com and give us the link.

Have you tried logging out of your account, and logging back in?

The game uses port 25565, so it the windows troubleshooter wouldnt try it
