So I woke up this mourning and decided to go ahead and play some Minecraft. I ran the game on the latest version in the new launcher and created a new game. The game preset my settings to pretty much the highest available with the exception of render distance which was set in the middle of the slider. This makes sense considering I have a pretty decent pc.
Specs:
Core i5 intel (Haswell)
24 Gigs of 1600 MHz ram
Nvidia GTX 960 (2 gigs of vram)
144 MHz 1920x1080 monitor (this might be important idk)
no settings I changed fixed the problem. I reinstalled Minecraft itself, java, and about any driver I could think of. I spent an hour browsing the internet only to find... nothing. Then, out of frustration, I had a spasm on my keyboard and accidently changed the full screen option to off in Minecraft. The frames had come back! Anyways since I'm not willing to play in windowed please get back to me if you know of any fix to this problem.

Your problem sounds like something called "thermal throttling", which happens when your CPU and/or GPU gets too hot (generally by being overworked), and limits itself to cool off.
Let's see if that is the problem. Launch the game, and before you load a world, go into your video settings and limit your FPS to 150. You could try going lower, but since you have a 144 Hz monitor, 150 is a good choice (since you can only cap it at multiples of 10). With your FPS capped, does the problem still happen?

My Pc has above moderate cooling solutions and is sat on the floor in an open area. I have a 120mm fan on the front and back of my case, and have the i7 edition stock intel cooler even though I am only running my i5 at stock speeds and have not applied any overclocking. Also I should have mentioned that my video card is the ASUS Strix edition so it has two fans which should be plenty for games way more graphic intense than Minecraft.
This is not a problem to do with cooling at all, it most likely has to do with some coding in the game that happens to affect my particular rig. I am most likely looking for something I can change to the game files or settings that is limiting my fps or changing the way my monitor is set up.

It ran as expected at about 140 fps for about 10 seconds and then boosted to about 300 then dropped down to an average of 17 (and considering these are the min specs recommended I should have no problem https://help.mojang.com/customer/en/portal/articles/325948-minecraft-system-requirements).
