Whenver I play minecraft on my brother desktop which has a GTX 1060 at 4K, he gets around 400+ FPS on servers
But whenever I play on my laptop with a GTX 1080, I get around 100+(Which is still totally fine), However, sometimes on certain maps in a sever, I get around 15-30 FPS...
I forgot to mention that, its practically always plugged in because battery life is bad, everything is set to "High Performance" and battery saving options are disabled, and the laptop does not over heat even in more intense games like Battlefield 1. Everything stays under a toasty 70C. Also, the laptop has 3 fans(Most have 2)
70C is completely normal and perfectly tolerable (especially considering this is a laptop). Are you playing with any mods, OP?

@urielsalis Your computer should not shutdown at 84C... What are the specs of your computer? And keep in mind that I am using a laptop with a top of the line GPU and CPU so its not gonna cool down everything any better than your desktop.
I do not have any heating issues when playing Minecraft, it might be that Minecraft was designed for older hardware and it doesnt use up my GPU to its full potential or that my GPU doesnt think that Minecraft needs more power.(I did set everything to max in the NVidia control panel)
With GPUs of that range, perhaps even at 4k, you're probably more likely to be limited by your CPU most of the time unless you're using shaders or antialiasing + extreme render distance. My guess is that even if your brother has an older CPU and even if it's a Core i5 to your Core i7, it's partly to explain for the performance difference. Render distance, texture pack, etc., can also bring differences (unless these variables are the same). If you're truly not seeing higher frame rates on a 1080p monitor I'd suspect it's the CPU.
Also, note that when playing on servers, you typically get better performance than single-player, as your own PC is no longer doing the work of running the internal server that single-player has to.
Given that Minecraft is a sandbox game, different worlds alone can make performance hard to closely compare.
I'd scale your RAM allocation wayyyyy back though. Don't blindly allocate so much. I allocate 4 GB but even this is rather high. You probably won't need to allocate any more than this at maximum. I'd start by allocating 2 GB to 4 GB and be done with it, and then only allocate more if you get high RAM use (not allocation) easily along with game stuttering/freezing when this happens. That's how you know you need more allocated. Also, what's VRAM allocation? I'm unfamiliar with this and didn't know it was a thing.
Ill just leave the RAM allocation because why not... So to be more specific, on a map in Bedwars for Hypixel(Its the map on which your on top of tall buildings) I get 10-15 FPS with rendering distance set to 5, I overclocked my CPU to 4.2Ghz and I only gain about 1-2 FPS... The only way on which I get playable framerates is if I lower the rendering distance to 3, and sometimes it still dips below 30 FPS. I tried it with my fans set to max speed, and I got no difference. It is most certainly not my CPU's fault that I am getting low frame rates, my guess is that minecraft isnt made for the newest gen processor or GPU so it has issues with it. I just want to see if there is some sort of fix for that. I also tested the same map with everything set to max and rendering distance set to 32 on my older laptop which has a 960m and an I7 6700HQ, I got above 100 FPS with ease at 1080p, I get around 50ish at 4K
PLEASE DO NOT RESPOND IF YOU ARE GOING TO SAY THAT MY LAPTOP IS TOO SLOW OR IF IT HAS BAD COOLING.........
Glad you found the cause, as strange as it was. I know firsthand anisotropic filtering can cause a performance drop to levels below my liking, but on lesser hardware it was still very playable at max render distance and WITH a ton of anti-aliasing added to that, so it's strange you were seeing near single-digit frame rates at a render distance of 5. Oh well, all's well that ends well.
On a side note even if it's "working well", apparently allocating so much RAM can cause the garbage collector to work less, but when it does work, the pauses may be more noticeable. The last time I saw someone test it, allocating too much had a, albeit slight, detriment to frame rate too. The rule of thumb is, RAM QUANTITY never helps performance, as it's merely something the game simply needs enough of to operate. If it doesn't have enough, yes, you'll have issues, but throwing a lot at it blindly might not be a good idea. It'll also increase your overall RAM use, like, a lot (a lot of that is likely attributed to render distance, but in case you play with that high and throw a bunch of RAM allocation at the game, it's something to be aware of if you have high RAM use later on).

Specs on my laptop:
Acer Predator 17X - https://www.acer.com/ac/en/US/content/predator-model/NH.Q1FAA.001
GTX 1080 8Gb GDDR5X VRAM
i7 7820HK 2.9Ghz Overclockable to 4.2Ghz
32Gb of RAM
512GB m.2 SSD + 1TB 7200RPM HDD
4KUHD Screen
*Before someone says that my laptop is overkill and I should've built a desktop*
I needed a desktop replacement since I traveled a lot
Things I did to try to fix this problem:
Allow minecraft to use 32GB of RAM, and 8GB of VRAM
Set my graphics card to "High Performance" in the settings
Overclock my laptop
Use an external 1080p monitor
So if anyone has found a solution, or some other sort of fix, please let me know
-Thanks
Its the laptop plugged in and with energy saving options disabled? Its overheating?

70C is overheating. Its starts throttling itself at that point, 84C its a safety shutdown
You should aim at 50-60C while intensive gaming, 30-40C while idle

Actually, 70C is a normal temperature, the CPU and GPU downclock at 95C and its at 60C when im playing Minecraft.
95C would be doing quite a lot of thermal damage, specially in a low ventilation suitation like a laptop.
84C is when my PC triggers a shutdown, 70C is not normal

Water cooled i5 6500 + GTX 1060. Thats the default setting all desktop PC come with
And laptops are worse at cooling than desktop PCs, as they try to be low noise(so less power in the fans) and have less space to run air

Found out on what the issue was, I accidentally enabled anistrophic filtering on NVidias control panel. http://imgur.com/a/uzwPw

I lowered VRAM to 4G and normal RAM to 8G

Moderatoryou have optifine install, optifine IS a mod
I only had it installed so I can see my FPS without pressing F3 :/
I had my issue with, and without optifine, but its fixed now
