With those specs, you really can't explain why you get low FPS with Minecraft.
The only two things I can think of for this sort of low FPS would be if you are running an outdated version of Java, or if something is going on in the world you are playing on that is very CPU intensive, such as repeating command blocks, water/lava updates, or entity overload.

Do you have any razer products? IIRC there was a bug that destroyed framerate when you were using a Razer product, but I think it's been fixed. In a small circumstance, maybe you have it and didn't update it's software.

It set it to max of 512MB of RAM if you had razer synapse, still not fixed and causes crashes of out of memory instead of this

How do you have lag on the loading screen? If you mean it simply is taking forever to load the world, that's not lag.
I think I know what he means, I've had it before too but I think it was bad/outdated drivers or something. Basically, everything (including the main menu) is at like 2-3 FPS and is impossible to navigate.

Post a screenshot with F3 enabled.
Make sure that Minecraft is using the dedicated GPU and not a integrated one.

Edit: Nevermind I think I remember now that it just straightup prevented it from launching at all.
Indeed, it sets that to _JAVA_OPTIONS and breaks everything
