What GPU do you have?
Judging by your CPU, I'll say you have the Intel HD 3000 GPU.
My laptop has this GPU, and I discovered that installing Optifine and turning everything in the "animations" menu off dramatically increased performance from 20-30fps, to 50-60fps.
I've also heard that assigning more than 4GB of RAM to the game can negatively impact performance.
Since minecraft 1.8 i´ve never played with bad FPS, i used to play with 60~100 at 6 chunck render with Always with Optifine Mod.
I Just change the MC Version to Vanilla 1.11.2 no Optifine with 5GB Ram and it run just Good with 90 FPs at 6Chunck VBO:Enabled
Now i´m going to install an older version of Optifine to test if this issue occurs with the version 1.11.2_Optifine_ HD_U_B7.
Well Now after trying with another version (1.10.2 w/Optifine) I have my solution. Play Without Optifine. This Works perfectly but i found that in 1.10.2 disabling VBO i could play like 5 minutes with Optifine after falling deeply in 0FPS and then a Crash
I have to Say i changed Java Version to JRE7 x64 v80

Try rebuild your pc(if you know how to).
