When I run the jar file nothing happen so I run it again and wait and still nothing happen so I try manual run ( java -jar [Jar name].jar ) I got this Class Not Found exception.
How can I fix this? I don't want to use Window installer as it sometimes become bit glitchy.
I would install Java on your PC. The Mojang launcher does install a "Java Lite" version but just for MC. I don't know if that Java is sufficient to install Forge, but I'll take your example as a no.

I have JDK installed and when I run .JAR file it never shows the exception like that.
