I figured it out. a while back I had an error and instead of fixing it i just altered some files which made it work but caused NEI not to work. I just uninstalled minecraft and deleted the roaming files afterwards i reinstalled everything and then NEI worked.

As it says NEI is not working. I start minecraft with only NEI and it closes and says
"An unexpected issue has occurred and the game has crashed. We're sorry for the inconvenience."
I have checked crash reports and there are none.
I am using forge forge-1.7.10-10.13.4.1614
NEI version is NotEnoughItems-1.7.10-1.0.5.120
NEI is the only mod besides forge.
