I went soo far south trying to find a woodland mansion on a map I got from a cartographer that after finding the mansion I traveled as far south as possible and even teleporting as well and I found the southern border at 29999998.2. Also when travel very far the game boggs down even with opitfine running and I have to exit Minecraft and then reload it to get it working normally again. Is there any other way to stop the slowdown? Why make the world soo big. There is no way a full world map made with in game maps could fit in the world not to mention it would take a long time to see everything.

Your world is giant, also, your pc needs to do a lot of calculations on those big numbers which really slows it down

Is there anyway to speed it up? It's happening even in the nether and it's a pain. Why would they allow us to make a world soo big that computers can't handle it?
Before there was no limit, that limit was put to prevent users going that far. You are not supposed to reach it in normal gameplay(see Far lands or bust to see how much time that would take)

This...really depends on your computer. Mine can handle loading huge portions of the world with little issue. However, assuming you cannot go out and simply buy a new computer or upgrade the one you have at this time, you can try to speed it up several ways. Install Optifine for one. Turn down your render distance, turn off clouds, and change most, if not all, of the video settings to fast or default. Fancy is more graphics intensive and can slow down the system significantly. You can also try turning down your particles. Also, if you happen to use shaders, get rid of them.
