I tried out a new skin, one with a hood that is on a layer around the head. The hood won't show up though. What can I do to fix this, is it still supported?
I checked that, it's on. I did use the in-launcher option for changing it though. I got it off the internet, maybe the creator messed something up. It looks fine when I see it in the launcher, it's just in-game that is doesn't show.
After seeing the skin from http://minecraft.tools/en/skin.php?skin=fryguy8 , you can clearly see that the image you provided is different from the one you actually are using. This is good. It means we found the solution! I would say upload the skin again, but this time through minecraft.net

you might have your hat layer turned off. go to options > skin customization > and make sure everything is on.
if that doesn't work, give me the image you uploaded into minecraft.net and I could try to help you.
