How much ram have you allocated, and what are your system specs? If you have a weaker computer, it might just not be able to handle both running Minecraft Forge and changing a resource pack. Also, what kind of resource pack are you switching to? What mods do you have? It's this info that you need to leave so that people can actually help out.
When I try to change texture packs with 1.7.10 forge, my minecraft freezes and leaves me with this:

1GB of ram allocated
Specs: 4.00 GB (3.90 USABLE)
Intel(R) Core(TM)2 QUAD CPU Q8400 @ 2.66GHz & 2.67GHz
Um..... that's a hard question to answer... I switch to many different packs ranging from 1x1 packs to 512x512 packs and it still crashes.
All of my mods are 1.7.10

Curse PremiumThat hardware is a bit old (2009). I suggest not using resource packs, or try a newer PC.

Using resource packs are fine (50-90 fps) but switching to them is not good...
I'm making plans to get a newer PC.
