I am under the assumption that Forge Mod Loader is bundled in with the Forge .jar package. I have 52 mods that Forge loads for Minecraft 1.7.10. All of them work and I have had no problems with them. I would also like to note most of my experience has been with a profile that has LiteLoader as well as Forge. My problem comes when I try to add the shaders mod to either profile (solo Forge or combined LL and Forge).The Shaders Mod DOES WORK in the standalone Non-Forge version/profile. However, when I put the shaders mod .jar in the "%appdata%/roaming/.minecraft/mods" folder no button appears next to languages for shaders after pressing options on the main menu. Also, I can not load into a world with Optifine loaded through Forge.
Minecraft Version: 1.7.10
Forge Version:10.13.4.1448 and 1558 (tried both alone, LL paired with 1448)
Shaders Mod Non-Forge Version: 2.3.29
Shaders Mod Forge Version: 2.3.31
Optifine Version: OptiFine_1.7.10_HD_U_C1
EDIT: Fixed it by using OptiFine_1.7.10_HD_U_D7_MOD and removing Shadersmodcore.

I was in the same problem than you, and never thoght tha the version of optifine has anything to do with it.
Now I upgrate and I can use shaders AND mods at the same time.
