I've looked every where for a solution to this problem and there isn't one anywhere. This has been a problem for the past almost 6 months and I'm desperate and just annoyed at this point. So skins don't work on my Minecraft past version 1.8.9 and I noticed when I go to the resource packs section in the options menu, under the default resource pack (which I hadn't installed a different one or anything) it says "Missing pack.mcmeta ". When I looked into this on other people's posts, they've said they didn't have sounds working. Sounds work fine for me, the only thing is skins. I've tried completely deleting Minecraft and java from my computer and re-downloading and re-downloading with firewall completely off and there was no difference. Is there some way I could fix this? Thanks in advance.
You may need to reinstall the locally installed files that Minecraft puts into place.
To do so, press your Windows+R keys, type in %AppData% at the dialog, and press Enter. In the window that appears, open the .minecraft directory, and delete everything except for the saves directory that you see therein. Then, try running Minecraft again. Good luck!
