My problem:
Everytime I join Minecraft, I have serious framerate issues, I have reinstalled, uninstalled, deleted all the data, etc, to try to get rid of it. There is one weird thing though, as you will see in the video. The framerate fixes itself whenever I'm in the Esc Menu. It hops up to normal level of 30+, but it immediately switches down to 3 fps maximum as soon as I go back to the game. And this is just in Singleplayer, it's worse in multiplayer servers.
On Multiplayer servers, it doesn't even get good while in the Esc Menu.
More weird information:
The Technic Launcher Minecraft does work sometimes, but only with some modpacks, most modpacks have the same issues as stated before.
The ones that don't: Crafting Dead, and all version of the Decimation modpack.

System Specs:
I don't know tbh, my computer is basically a potato though, BUT it has run minecraft perfectly fine with 45+ fps in the past.
It does have an Intel Core I3

Set render distance to 8, mipmap to 0 and wait a bit after loading the world so it finishes loading
